贵州省疾控机构办理致病菌准运证的现状研究

摘　　要：目的了解贵州省疾控机构办理省疾控中心的高致病性病原微生物菌(毒)种或样本准运证的现状,分析制约准运证办理的主要原因,提出解决对策,提升疾控机构办理准运证的覆盖率。方法本研究于2021年12月—2022年12月以问卷调查为辅,实地调研和专家分析法为主,系统分析贵州省疾控机构办理准运证的现状及遇到的困难,省、市、县三级疾控机构群策群力,提出解决对策并按期实施。结果2022年贵州省97个市县疾控机构有84个办理了准运证,比2021年的63个有了较大提升,全省办理准运证的疾控机构占全省疾控机构的覆盖率由64.9%提升至86.6%。结论通过针对制约准运证办理的具体问题采取对策分析,省、市、县三级疾控机构协同配合,贵州省疾控机构办理致病菌准运证情况得到进一步规范,运输人员的生物安全意识也得到增强。Objective Understand the current situation of Guizhou Province's disease control institutions applying for transportation permits for highly pathogenic microorganisms(viruses)or samples to the Provincial Center for Disease Control and Prevention,analyze the main reasons that restrict the application of transportation permits,propose solutions,and improve the efficiency of transportation permit application.Methods From December 2021 to December 2022,this study using questionnaire surveys as a supplement,field research and expert analysis as the main methods,this study systematically analyzes the current situation and difficulties encountered by disease control institutions in Guizhou Province in obtaining transportation permits.The province,city,and county levels of disease control work together to propose solutions and implement them on schedule.Results In 2022,84 out of 97 disease control institutions in cities and counties in Guizhou Province have obtained transportation permits,a significant increase from 63 in 2021.The coverage rate of disease control institutions in the province has increased from 64.9%to 86.6%.Conclusion By analyzing the specific problems that restrict the application of transportation permits and implementing coordinated disease control measures at the provincial,municipal,and county levels,Guizhou Province's disease control institutions have further standardized the application of pathogenic bacteria transportation permits,and the biosafety awareness of transportation personnel has also been enhanced.
