摘 要:我国当代文化市场的建立过程,也是民营资本等得以进入文化领域的过程。改革开放后,我国文化市场的民营资本准入政策,先后经历了孕育萌芽、转型探索、快速发展、全面提升等不同阶段,呈现出鲜明的历史演化特征。民营资本准入政策的变迁,具有内在的演化逻辑。它既反映出对政府与市场、文化与市场关系认识的不断深化,也是中国文化创新的历史选择、改革稳步探索的实践结果。完善中国文化市场的民营资本准入政策,需要处理好市场一般性与文化特殊性的关系,不断放宽民营资本的准入范围;同时切实转换政府职能,积极落实负面清单制度,一手抓文化市场繁荣,一手抓事中事后监管。The establishment process of China's contemporary cultural market is also a process in which private capital can enter the cultural field.Sincethe reform and opening-up,the access policy of private capital in China's cultural market has gone through different stages,such as germination,transformation and exploration,rapid development and comprehensive improvement,showing distinct historical evolution characteristics.The changes in private capital access policies have inherent evolutionary logic.It not only reflects the deepening of the theoretical understanding of the relationship between government and market,culture and market,but also is the historical choice of Chinese cultural innovation and the practical result of steady exploration of reform.To improve the access policy of private capital in China's cultural market,we need to deal with the relationship between market universality and cultural specificity,and constantly widen the access scope of private capital.At the same time,we should effectively transform government functions,actively implement the negative list system,and pay attention to the prosperity of the cultural market and the supervision during and after the process.
