济南市“三生”空间时空演变与冲突测度研究

摘　　要：研究“三生”空间时空演变与冲突测度,可为协调济南市的生态保护与经济发展、优化国土空间发展布局提供参考。基于济南市2010、2015、2020年3期土地利用分类数据,依据风险源-风险受体-风险效应的生态风险评价概念模型,评价了济南市“三生”用地空间冲突测度,分析了其时空演化特征。结果表明:①2010~2020年济南市“三生”用地类型中生产生态用地占比最大,生活生产用地面积增长活跃但增速呈放缓趋势;②10年间济南市冲突测度整体处于中等空间冲突级并呈持续加剧趋势,济南市北部地区的空间冲突测度弱于济南市南部地区;③2010~2020年济南市“三生”用地空间冲突Moran’s I指数高度显著,“三生”空间冲突集聚效应呈现持续增强趋势。2010~2020年济南市“三生”空间冲突测度整体上呈加剧趋势,建议加强城市分区分类管控、建立土地利用冲突权衡机制,实现区域协调健康发展。This paper studies the spatiotemporal evolution and conflict measurement of the"living-ecological-production"space,in order to effectively coordinate the contradictory relationship between ecological protection and economic development in Jinan City,which provide a reference for optimizing the layout of national spatial development.Based on the land use classification data of Jinan City in 2010,2015 and 2020,this paper evaluates the spatial conflict measurement of"living-ecological-production"space land types in Jinan City according to the ecological risk assessment conceptual model of risk sources-risk acceptor-risk effect,and analyzes its spatio-temporal evolution characteristics.①From 2010 to 2020,the proportion of production ecological land was the largest among the"living-ecological-production"space land types in Jinan City,and the growth of living and production land area was active,but the growth rate showed a slowing trend.②During the past 10 years,the overall conflict measurement in Jinan City was at a moderate level of spatial conflict and showed a continuous exacerbation trend.The spatial conflict measurement in the northern region of Jinan City was weaker than that in the southern region of Jinan City.From 2010 to 2020,the Moran's I index of spatial conflicts in the living-ecological-production space land use in Jinan City was highly significant,and the agglomeration effect of spatial conflicts in the"living-ecological-production"space area showed a continuous strengthening trend.From 2010 to 2020,the overall measurement of spatial conflicts among the"living-ecological-production"space in Jinan City showed an increasing trend.It is recommended to strengthen the classification and control of urban zoning,establish a mechanism for balancing land use conflicts,and achieve regional coordinated and healthy development.
