乡村环境治理助力实现“双碳”目标路径研究

摘　　要：乡村环境治理作为乡村振兴的重要内容,其发展理念与“双碳”绿色低碳理念高度契合,是乡村助力实现“双碳”目标的主要途径。因此,通过系统梳理乡村环境治理内涵与内容,尝试构建乡村环境治理在“三农”和“三生”空间促进乡村环境治理助力实现“双碳”目标的路径框架,丰富了“双碳”实现路径的研究体系,同时也为乡村低碳发展提供应用参考。并提出了3个方面的措施:①在农业生产空间方面,保护耕地、优化生产用能源结构、优化农用地利用方式、资源化利用农业废弃物;②在农村生态空间方面,修复乡村生态空间、划定碳汇适宜区;③在农民生活方面,处理生活废弃物、优化生活用能结构、提升村庄建设规划。Rural environmental governance is an important part of rural revitalization.Its development concept is highly consistent with the"double carbon"green and low-carbon concept,which is the main way for rural areas to help achieve"double carbon"target.Therefore,by systematizing the connotation and content of rural environmental governance,this paper attempts to build a path framework for rural environmental governance to help the realization of"double carbon"target from the perspective of"agriculture,rural areas and farmers"and"living-ecological-production space".It not only enriches the research system of"double carbon"realization path,but also provides an application reference for rural low-carbon development.Finally,three measures are put forward:①in the aspect of agricultural production space,cultivated land should be protected;the energy structure for production should be optimized;the utilization of agricultural land should be optimized and agricultural wastes as resources should be utilized;②in terms of rural eco-space,the rural eco-space should be restores and the suitable areas for carbon sequestration should be delineated;③in terms of farmers;lives,domestic waste should be disposed optimization of the energy-use structure for daily life should be optimized,and the village construction planning should be improvde.
