摘　　要：[目的/意义]在百年未有变局、新科技革命叠加中美大博弈背景下,科技安全面临的考验和挑战前所未有。履职科技安全是地方科技情报机构特色彰显和业务拓展的关键路径。[方法/过程]以地方科技情报机构履职科技安全的现实起点、指导原则和功能任务为逻辑主线,运用系统理论,构建以理念、思维、观念引领为根本,四维发力为核心的科技安全情报功能任务体系框架,提出主要内容。[结果/结论]科技安全是发挥科技情报履职作用的强关联领域,地方科技情报机构业务应朝着多元化方向发展,聚焦关键核心技术自主可控安全、技术占先/突破的科研组织范式安全、科技成果转化与应用安全、产业链供应链安全等开展科技安全情报研究与服务。[Purpose/significance]In the background of unprecedented great changes over the past 100 years,the new scientific and technological revolution superimposed the Great game between China and the United States,science and technology security is facing unprecedented tests and challenges.Science and technology security is the key path for the development of local science and technology intelligence institutions to highlight their characteristics and expand their development space.[Method/process]Taking the practical starting point,guiding principles,and functional tasks of local science and technology intelligence institutions in fulfilling their duties in science and technology security as the logical mainline,and applying system theory,a framework for the functional task system of science and technology intelligence is constructed with concepts,thinking,and concept guidance as the fundamental and four-dimensional force as the core,and the main content is proposed.[Result/conclusion]Science and technology security is a strongly related field to play the role of science and technology intelligence in performing their functions.The business of local science and technology intelligence institutions should develop in a diversified direction to provide intelligence support for the autonomous and controllable security of key core technologies,the security of scientific research organization paradigm to ensure that technology is first,the transformation and application security of science and technology achievements,and the security of industrial chain and supply chain.
