摘 要:“十四五”时期是碳达峰攻坚期,该文以重点碳排放行业-火电行业为研究对象,对2011—2020年期间火电行业原煤、燃用油、燃气3种主要能源消耗量情况进行全面摸底调查,采用公式法核算碳排放量。并采用“历史达峰判断”法对吉林省火电行业碳达峰现状进行评估。研究结果显示,2011—2020年期间,CO_(2)总排放量在9851~12526万t之间,未来几年内,CO_(2)总排放量还会有上升的可能,目前火电行业整体碳排放未达峰;吉林省10个地市中碳达峰城市3个,分别为通化、白山和延边市,潜力碳达峰城市1个,为梅河口地区;未达峰城市6个,分别为长春、辽源、吉林、四平、松原和白城地区;确定碳减排重点控制区域为中部地区,重点控制城市为长春市、吉林市,次重点控制城市为四平市和白城市。研究成果为下一步碳减排政策的制定及方案的措施提供基础数据和技术支撑。The 14th five-year Plan period is the carbon peak period.Taking the key carbon emission industry-thermal power industry as the research object,this paper makes a comprehensive survey on the consumption of raw coal,fuel oil and gas in thermal power industry from 2011 to 2020.Formula method is used to calculate carbon emissions.The"historical peak judgment"method is used to evaluate the current situation of carbon peak in thermal power industry in Jilin Province.The results show that during the period from 2011 to 2020,the total CO_(2)emissions are between 9.851 and 12.526 million tons,and the total CO_(2)emissions are likely to rise in the next few years.At present,the overall carbon emissions of the thermal power industry have not reached the peak.Three of the 10 cities in Jilin Province are Tonghua,Baishan and Yanbian,and one potential carbon peak city is Meihekou area.There are 6 cities of"no carbon peak",namely Changchun,Liaoyuan,Jilin,Siping,Songyuan and Baicheng;the key control areas for carbon emission reduction are the central region,the key control cities are Changchun and Jilin,and the secondary key control cities are Siping and Baicheng.The research results provide basic data and technical support for the formulation of carbon emission reduction policies and measures for the next step.
