摘  要:针对当前大量交通信息化系统存在“重建轻管、重建轻用”的问题,提出了一套基于DEMATEL-Choquet的交通信息化系统应用绩效综合评价体系。借鉴平衡计分卡(Balanced Score Card,BSC)的思想,提出了ITBSC(Information Technology BSC)初步评价指标体系。采用决策试验评价法(Decision Making Trial and Evaluation Laboratory,DEMATEL)筛选出核心关键指标。通过语意变量和三角模糊数实现专家意见的量化,计算各指标模糊权重和模糊表现,再通过λ模糊测度的Choquet模糊积分方法,最终得出应用绩效的综合评价结果。应用结果表明,DEMATEL-Choquet方法的联合应用,不仅可以很好地处理主观评价的量化问题,还能在操作层面上实现不同业务类型交通信息化系统应用绩效评价过程的统一,从而简化评价流程。In view of the problem of focusing on system construction but not on use and management for a large number of traffic information systems,a comprehensive evaluation system of application performance of traffic information systems based on DEMATEL-Choquet method is proposed.Using the idea of Balanced Score Card(BSC)for reference,the preliminary evaluation index system of ITBSC(Information Technology BSC)is proposed.Core key indicators are selected by Decision Making Trial and Evaluation Laboratory(DEMATEL).The quantification of expert opinions is realized through semantic variables and triangular fuzzy numbers.And then the fuzzy weight and fuzzy performance of each index are calculated.The comprehensive evaluation result of application performance is obtained by Choquet fuzzy integral method based onλfuzzy measures.The application results show that the DEMATEL-Choquet method can not only deal with the quantification of subjective evaluation,but also achieve the unification of the application performance evaluation process of different business types of traffic information systems at the operational level,thus simplifying the evaluation process.
