摘　　要：战略维度是研究和阐释习近平生态文明思想体系的重要途径。从环境政治学视角来看,生态文明建设国家战略及其实施最需要关注的是如下两个方向或进路:一是生态文明建设政治主体将这一战略嵌入并彰显于现行法制与政策框架的努力及其成果;二是生态文明建设政治主体围绕这一战略及其实施采取的目的性手段或行动。就前者而言,这些常态化的推进生态文明建设的战略举措分别在党章和宪法、法治体系、基本国策和长期性战略中得到体现。就后者来说,以党的十八大报告和十九大报告为标志,我国新时代生态文明建设的“八大战略”架构或“四梁八柱”,构成了一个既着眼长远又立足当前、既坚持整体推进又聚焦重点突破的生态文明建设国家战略体系,为我国新时代生态文明建设实践提供了战略指引。The strategic dimension is an important element in the interpretation and study of Xi Jinping’s thought on ecological civilization.From the perspective of environmental politics,the national strategy of developing an ecological civilization and its implementation need to be focused on the following two directions or approaches:first,the political agent for ecological civilization development makes efforts to embed and manifest this strategy in the existing legal and policy frameworks;and second,the political agent takes purposive means or actions around this strategy and its implementation.In terms of the former,these efforts and their achievements are demonstrated in the Constitution of the Communist Party of China(CPC),the Constitution of the People’s Republic of China,the system of socialist rule of law with Chinese characteristics,the basic national policies,and China’s long-term strategies.In terms of the latter,with the report at the 18th CPC National Congress and the report at the 19th CPC National Congress as a milestone,China puts forward a framework of“Eight Strategies”for the development of ecological civilization in the new era.This framework constitutes a national strategy system of ecological civilization that takes into consideration both immediate priorities and longer term needs,and adheres to overall advancement as well as focuses on key breakthroughs,thus providing strategic guidance for the practice of developing an ecological civilization in the new era.
