激励性管制对高耗能企业绿色技术创新的影响——来自“节能减排财政政策综合示范城市”的证据

摘　　要：本文基于我国330个地级行政区2005—2022年的面板数据,考察“节能减排财政政策”这一激励性管制政策对高耗能企业绿色创新发展的影响。研究结果表明,激励性管制显著提升高耗能企业的绿色技术创新水平,主要表现为企业绿色专利、发明型专利及实用新型专利获得授权的数量增加;与其他企业相比,激励性管制对大型企业、技术研发偏向型企业及政策实施前未获得任何专利授权企业的绿色技术创新具有显著的正向影响。该结论从激励性管制视角进一步拓展高耗能企业绿色技术创新的制度动因,为高耗能企业绿色技术创新视角下激励性管制政策效果评估提供企业层面的微观经验证据,并从激励性管制政策的优化完善、其双重属性的有效发挥及多元政策衔接运行机制的制定三个方面提出政策启示。Based on the relevant panel data of 330 prefecture-level administrative regions in China from 2005 to 2022,this paper examines the impact of the incentive regulatory policy of“energy conservation and emission reduction fiscal policy”on the green innovation development of high energy consumption enterprises.The research results indicate that incentive regulation significantly improves the level of green technology innovation in high energy consumption enterprises,mainly manifested in an increase in the number of authorized green patents,invention patents,and utility model patents.Compared with other enterprises,incentive regulation has a significant positive impact on green technology innovation in large enterprises,technology development oriented enterprises,and enterprises that have not obtained any patent authorization before policy implementation.The conclusions of this paper are helpful to expand the institutional motivation of green technology innovation in high energy consumption enterprises from the perspective of incentive regulation,and provide micro-enterprise-level empirical evidence for the evaluation of incentive regulation policies from the perspective of green technology innovation in high energy consumption enterprises.The paper also puts forward the policy enlightenment from the following three aspects:The optimization and perfection of the incentive control policy,the effective play of the dual attributes of the policy and the formulation of the multi-policy convergence operation mechanism.
