三级甲等医院医疗设备内部控制能力评价模型构建与实证分析

摘　　要：目的评估当前公立医院医疗设备内控能力现况和存在的问题。方法基于全生命周期管理视角构建医疗设备内控能力评价模型,并以19家三级甲等医院为范例开展实证研究。结果19家医院医疗设备内控总体得分为(302.4±33.3)分,其中设备配置内控得分为(108.7±22.0)分,而设备监管审计内控得分为(56.9±13.5)分。单院区医院内控能力显著高于多院区医院,不同类别的三级甲等医院的医疗设备使用内控能力存在差异。结论医疗设备配置的内控得到充分重视,而监管审计则有待加强。医疗设备内控普遍处于起步阶段能力不足,三级甲等综合医院能力优势相对突出,未来应加强一院多区建设中的内控能力建设。Objective To evaluate the current status and problems of internal control capacity of medical devices in public hospitals.Methods An evaluation model of internal control capability of medical devices was constructed from the perspective of whole life cycle management,and 19 tertiary grade-A public hospitals were taken as examples for empirical research.Results The overall score of internal control of medical equipment in the 19 hospitals was 302.4±33.3,of which the score of internal control of equipment configuration was 108.7±22,and the score of inter⁃nal control of equipment supervision and audit was 56.9±13.5.The internal control capacity of single district hospitals was significantly higher than that of multiple districts hospitals,and there were differences in the internal control ca⁃pacity of medical equipment use among different types of tertiary grade-A public hospitals.Conclusion The internal control of medical equipment configuration has been fully paid attention to,while the regulatory audit needs to be strengthened.The internal control capacity of medical equipment is generally insufficient in the initial stage,and the capacity of tertiary grade-A general public hospitals is relatively prominent.In the future,the internal control capacity construction of multiple districts hospitals should be strengthened.
