摘  要:利用综合安全评估方法对珠三角内河自卸砂船的安全风险做评估,识别出风险种类,使用风险矩阵进行排序,发现当前风险最高的事故场景是1000总吨以上的内河自卸砂船碰撞小船,该风险对第三方造成的个人风险已超出IMO推荐的可接受范围上限,但社会风险仍处于最低合理可行(ALARP)区域。建议主管机关组织专家按成本效益原则制定风险控制方案,考虑到绝大部分内河自卸砂船安装了带夜视功能的视频监控装置后,此类事故频率下降了34%,建议研究该装置在降低风险方面的贡献度。The formal safety assessment(FSA)was applied to evaluate the safety risk of self-unloading bulk carrier in the Pearl River delta(PRD).After identifying risks,a risk matrix was used to rank them.It was found that the current highest risk accident scenario is the collision of river self-unload sand vessels with more than 1000 gross tons against small boats.The individual risk to third party exceeds the upper limit recommended by the IMO,while the social risk is still in the as low as reasonably practicable(ALARP)area.It was recommended that the authority organize experts to develop risk control options(RCOs)based on the principle of cost-effectiveness.Considering that the accident frequency had decreased by 34%after installation of video monitoring devices with night vision function on the vast majority of inland self-unload bulk carriers,research on the contribution of this device in reducing the risk was recommended.
