摘　　要：《国家档案馆档案开放办法》以严谨的法治性、时代性、指引性合力推动国家档案馆档案开放迈向高质量发展。其公布后在档案“开放”与“审核”两个角度引起了巨大反响。以《国家档案馆档案开放办法》“开放”与“审核”的任务不断增长、发展趋势不可阻挡、数字赋能日趋明显等背景为基础,剖析了《国家档案馆档案开放办法》所涵盖的革新档案“开放”与“审核”体制及机制、提升档案“开放”与“审核”工作的实践操作性、全面推动档案“开放”与“审核”一体化平台建设、加强档案“开放”与“审核”的协调与监管等内容。指导了《国家档案馆档案开放办法》的“开放”与“审核”路径,包括法治化实现档案开放审核更加规范、机制化保障档案开放审核更加安全、智能化促进档案开放审核更加便捷、均衡化推动档案开放审核更加协调。The Measures for the Opening of Archives of the National Archives promotes the opening of archives of the National Archives to high-quality development with strict rule of law,times and guidance.After its publication in the archives"opening"and"audit"caused a huge response.On the basis of the ever-increasing tasks of"opening"and"auditing"in the Measures for Opening Archives of the National Archives,the unstoppable trend of development and the increasingly obvious digital empowerment,It deepens the contents covered by the Measures for Opening Archives of the National Archives,such as innovating the system and mechanism of"opening"and"examination"of archives,improving the practical operation of"opening"and"examination"of archives,comprehensively promoting the construction of the integrated platform of"opening"and"examination"of archives,and strengthening the coordination and supervision of"opening"and"examination"of archives.It has guided the paths of"opening"and"review"of"Measures for Opening Archives of the National Archives":the rule of law makes the review of opening archives more standardized,the system ensures the safety of the review of opening archives,the intelligence promotes the convenience of the review of opening archives,and the balance promotes the coordination of the review ofopeningarchives.
