摘　　要：我国现有的文献信息资源保障体系面临着全方位的挑战,其重构变得必要且迫切。本文概述了日本、美国等国家信息资源保障体系建设情况,介绍了现阶段我国文献信息资源保障体系存在的三大突出问题。基于科学性、全面性、应用性原则,设计了我国文献信息资源保障体系重构框架。文献信息资源保障体系重构是实现新时代图书馆事业创新发展的重要举措,我们应通过加强自主型高水平文献资源建设、加强OA资源的深度整合揭示、深入研究文献信息资源跨媒体融合关键技术、开发助力国家战略的文献信息资源4条途径,重构我国文献信息资源保障体系。China’s existing literature information resource guarantee system is facing all-round challenges,making it necessary and urgent to reconstruct it.This paper summarizes the construction of literature information resource guarantee systems in Japan and the United States,and introduces three prominent problems existing in China’s literature and information resources guarantee system at this stage.Based on the principles of scientificity,comprehensiveness and application,the framework for the reconstruction of China’s literature information resource guarantee system is designed.The reconstruction of the literature information resource guarantee system is an important measure to realize the innovation and development of library industry in the new era,and we should reconstruct China’s literature and information resource guarantee system by strengthening the construction of independent high-level literature resources,strengthening the in-depth integration and disclosure of OA resources,in-depth study of key technologies for cross-media integration of literature and information resources,and developing literature information resources to help the national strategy.
