后三峡时代长江防洪形势与对策思考

摘　　要：三峡等一批具有防洪功能的大型水库建成投运,标志着长江流域以堤防为基础、三峡水库为骨干,其他干支流水库、蓄滞洪区、河道整治等工程措施与防洪非工程措施相配套的综合防洪体系基本建成,流域防洪格局已发生重大变化,整体防洪形势显著改善,长江防洪进入后三峡时代。对照习近平总书记建设安澜长江的要求,分析了后三峡时代的长江防洪形势和任务,针对后三峡时代防洪方面存在的短板和薄弱环节,提出了相应的对策措施,支撑更加科学地实现建设安澜长江的伟大目标。A batch of large reservoirs with flood control functions,such as the Three Gorges Project,have been built and put into operation.This marks the basic completion of the comprehensive flood control system for the Yangtze River Basin with embankment defense as the foundation,the Three Gorges Reservoir as the backbone,and other main and tributary reservoirs,flood storage areas,river improvement and other engineering measures and flood control non-engineering measures as the support.The flood control pattern of the river basin has changed significantly,while the overall flood control situation has improved remarkably.The Yangtze River flood control has entered the Post Three Gorges Era.In line with the requirements for Building the Peaceful Yangtze River,this paper aims to deeply analyze the flood control situation and challenges faced by the Yangtze River in the Post Three Gorges Era.Focusing on the shortcomings and weak links in flood control during this Era,this paper presents appropriate measures and scientific mean to achieve the great goal of Building the Peaceful Yangtze River.
