摘　　要：在全球气候变暖的背景下,发展和优化气候服务,对于应对全球气候变暖对自然环境和社会经济产生的全方位影响至关重要。气候服务是基于气候信息的产品和资源,相较于侧重短期预报的气象服务,气候服务更加关注风险管理,旨在帮助人们更好地了解和应对气候变化带来的风险和挑战。以长江流域为切入口,探讨了国家气候服务框架的设计构想。明确了长江流域气候服务的愿景、预期目标以及气候服务的内涵可能的延伸,提出了长江流域气候服务框架的设计构想,并对加强长江流域气候服务框架的管理机制提供了建议。研究成果对于提升长江流域应对气候变化和气候灾害的能力、确保长江流域经济社会的稳定发展有重要意义。In the backdrop of global climate change,the development and optimization of climate services play a significant role in addressing the comprehensive impacts of global warming on both the natural environment and socio-economic sectors.Climate services encompass products and resources grounded in climate data,and are designed to foster the understanding and response to the risks and challenges posed by climate change.In contrast to meteorological services focusing on short-term forecasts,climate services focus more on risk management.This article,with a specific focus on the Yangtze River Basin,delves into the conceptual framework of a national climate services initiative.We clarify the vision of climate services,expected goals,and potential extension of climate services in the Yangtze River Basin.Subsequently,we outline the conceptual framework for climate services in the Yangtze River Basin and provide recommendations for fortifying the management mechanisms of the climate services framework for the Yangtze River Basin.The findings are imperative to enhancing the ability of coping with climate change disasters and ensuring the stable economic and social development of the Yangtze River Basin.
