基于构建“双循环”新发展格局的政府职能:重心界定与策略转变

摘　　要：构建国内国际“双循环”新发展格局,是我国应对逆全球化、新冠疫情、世界经济全面低迷等不确定不稳定的外部环境的重大战略选择。新发展格局为政府职能转变提供了新环境:一是高质量市场经济发展因素的约束;二是新发展格局背景下的社会治理的挑战;三是政府自身建设任务的要求。政府职能重心也由此演变为:畅通国民经济、引领科技创新、打造营商环境、提供公共服务、调节收入分配以及更加积极参与全球治理。政府职能重心的界定解决了在新发展格局下政府重点“做什么”的问题;而政府职能转变策略则是解决“如何做”的问题。在百年未有之大变局下,为了顺利实现“两头在外”“大进大出”到“双循环”经济发展战略的重大转变,本文提出了推进政府职能转变的几点对策建议:进一步理顺政府与市场、政府与社会、央地政府之间的关系;加大科研教育等公共投入并突出政府科技创新服务协调作用;破除壁垒和垄断、建立健全国内统一市场;解决好公平分配问题;进一步深化对外开放,参与构建国际市场经济规则和秩序;通过转变考核机制提升政府职能转变内生动力。Building a new development pattern of “dual circulation” of domestic and international economy is a major strategic choice for China to cope with the unpredictable and unstable external situations and events,such as antiglobalization,the Covid-19 pandemic,and the overall downturn of the world economy.The new development pattern creates a new environment for the transformation of government functions in three aspects:the constraints caused by the factors of a high-quality market economy development,the challenges of social governance in the context of the new development pattern,and the demand of the government' s self-improvement.As a result,the foci of government functions evolve into development of national economy,promotion of scientific and technological innovation,creation of a sound business environment,the improvement of public services,regulation of income distribution,and more active participation in global governance.The foci of government functions define the aim of the government with the new development pattern while the strategies of government function transformation determine the way of fulfilment.Therefore,some countermeasures are put forward for promotion of the transformation of government functions to realize the great changes of economic development strategies in the new era of “unprecedented changes in a century”,from“both ends of production put abroad” and “large-scale import and export” to “dual circulation of the domestic and the international markets”,exactly,further clarification of the relationship between the government and the market,the government and the society,and the central and local governments,increase of public investment in scientific research and education and prominence of the role of the government in serving and coordinating sci-tech innovation,removal of barriers and monopolies and establishment and improvement of unified market at home,solution of the problem of unfair distribution,further reform and opening up,participation in construction of the
