摘　　要：高温气冷堆示范工程采取业主单位自主调试的管理模式,为确保示范工程调试质量得到有效控制,结合项目管理特点,通过组建专门的调试质量控制组织,明确质量控制的原则,采取分级管控的方法,引入外部支持力量,解决了首堆项目调试质量控制面临的不足与问题,保障了示范工程的调试安全与质量。通过示范工程的调试质量控制实践,建立了一套业主自主调试、具有首堆特点核电项目的调试质量控制管理体系。The high temperature gas-cooled reactor demonstration project adopts the management mode of independent commissioning by the owner.In order to ensure that the commissioning quality of the demonstration project is effectively controlled,combined with the characteristics of project management,by establishing a special commissioning quality control organization,clarifying the principles and methods of quality control,adopting the method of hierarchical control,introducing external support forces,effectively solve the deficiencies and problems faced by the commissioning quality control of the first reactor project,It ensures the commissioning quality and progress of the demonstration project.Through the commissioning quality control practice of the demonstration project,a set of nuclear power commissioning quality control management system with the characteristics of the first reactor and suitable for the owner’s independent commissioning has been established.
