摘 要:三无老旧小区作为计划经济时代的遗留产物,在小区改造中遭遇多重困境,如政府主导限制居民参与度、改造过程中各方因沟通不畅导致冲突、小区内配套设施产权复杂使得闲置资源得不到处理、小区改造过于侧重“表面硬件”而忽视“治理软件”等,深刻影响了小区改造的成效。基于协同治理理论,对甘肃省陇南市Y家属院改造工程进行考察,探讨多元主体参与三无老旧小区改造的困境及其原因,并提出相应的对策建议,对于加强基层治理体系和治理能力现代化建设具有一定的理论意义和参考价值。As a relic of the planned economy era,the three-no-old-communities encounter multiple difficulties in the renovation of residential areas.Problems such as government-led restrictions on residents’participation,conflicts caused by poor communication among different subjects during the renovation process,complex property rights of supporting facilities in the community prevent idle resources from being dealt with,and too much emphasis on“surface hardware”and neglect of“governance software”have profoundly affected the effectiveness of community renovation.Based on the theory of collaborative governance,taking the Y community in Longnan City,Gansu Province as an example,the paper probes into the plights and reasons for multiple subjects participating in the renovation of the three-no-old-communities from several aspects,and provides corresponding countermeasures and suggestions to promote the orderly advancement of the renovation of communities,and to improve grassroots social governance system and governance capacities,it has certain theoretical significance and reference value for strengthening the modernization of grass-roots governance system and governance capacity.
