摘　　要：在系统梳理突发公共卫生事件早期识别和风险预警现状和研究进展的基础上,设计由各类突发公共卫生事件特征、分级、预警等内容组成的突发公共卫生事件知识库。基于知识库中的本体和规则,结合数值计算、文本处理、案例推理等技术和方法,设计突发公共卫生事件早期识别和风险预警模型,以实现突发公共卫生事件“多点触发、全面监测,智能识别、自动上报”。通过研究设计突发公共卫生事件早期识别和风险预警知识库及模型,广泛应用于各类系统,有效提升突发公共卫生事件的智能化识别、预警水平。On the basis of systematically reviewing the status quo and research progress of early identification and risk warning of public health emergencies,a knowledge base of public health emergencies composed of characteristics,grading and early warning of various public health emergencies is designed.Based on ontology and rules in the knowledge base,combined with numerical calculation,text processing,case-based reasoning and other technologies and methods,a early identification and risk warning model of public health emergencies is designed to realize“multi-trigger,comprehensive monitoring,intelligent identification and automatic reporting”of public health emergencies.The designed knowledge base and model of early identification and risk warning of public health emergencies are widely used in various systems and effectively improve the level of intelligent identification and warning of public health emergencies.
