摘　　要：目的:在公立医院高质量发展的大背景下,探索提升区县级医院科技创新能力的科研管理模式。方法:通过头脑风暴及SWOT法探讨南京市江宁医院科技创新工作的内外部环境形势,分析讨论关键环节,提出科研管理创新举措,主要包括完善管理制度建设、注重人才引培并举、完善考核机制、全面加强院校合作、推进科研诚信建设等;最后分析上述举措实施后对医院科技创新工作的提升效果。结果:科研管理创新举措实施以来,医院科研人员申报课题的积极性以及课题立项数量、质量均显著提高,科研经费显著增长;高水平研究论文的数量也大幅增加。结论:区县级医院科技工作的开展面临一系列亟待解决的问题,构建与医院实际情况相契合的科研管理体系,能有效促进医院科技创新工作水平提升,进而带动医院的高质量发展。Objective:To explore a scientific research management model to improve the scientific and technological innovation ca-pabilities of district and county-level hospitals under the background of high-quality development of public hospitals.Methods:We in-vestigated the internal and external environmental situation of Nanjing Jiangning Hospital’s scientific and technological innovation work through brainstorming and SWOT method,analyzed and discussed the key links,and proposed innovative measures for scientific research management,mainly including improving the management system construction,emphasizing the introduction and training of talents,improving the assessment mechanism,comprehensively strengthen the cooperation between hospitals and universities,promote the construction of scientific research integrity,etc.Finally,we analyzed the improvement effect of the above measures on the hospital’s scientific and technological innovation work after the implementation.Results:After the implementation of scientific research man-agement innovation measures,the project application enthusiasm of hospital researchers,as well as the quantity and quality of spon-sored project were significantly improved.The scientific research funds have also increased.In addition,the number of high-quality re-search papers has also increased significantly.Conclusion:The development of scientific and technological work in district and coun-ty-level hospitals is facing a series of problems that need to be solved urgently.Building a scientific research management system that is in line with the actual situation of the hospital can effectively promote the improvement of the level of scientific and technological in-novation in the hospital,and then promote the high-quality development of the hospital.
