摘　　要：由于“一国两制”的特殊性,以制度创新推动要素自由流动、深化政府间合作、促进经济产业合作发展,成为推进粤港澳大湾区建设的关键。本文系统梳理了国家层面支持下,穗港两地在推动赛马产业合作过程中,在政府合作机制、要素通关、“无疫区”管理、专业人士跨境执业、外籍人员签证等方面探索形成的十二条制度创新,并结合穗港赛马产业未来发展需求提出制度创新改进建议。穗港赛马产业合作的制度创新,具有重要学术研究价值,对港澳与内地其他领域的合作具有借鉴价值。Due to the particularity of“One country,Two systems,”institutional innovation has become the key to promoting the free flow of factors,deepening intergovernmental cooperation,and promoting cooperation and development across sectors and the development of the Guangdong-Hong Kong-Macao Greater Bay Area(GBA).This paper systematically sorts out 12 institutional innovations made by Guangzhou and Hong Kong region while advancing cooperation in the horse racing industry with the support of the central government,covering such aspects as the government cooperation mechanism,customs clearance of related factors,management of“disease-free areas,”cross-border practice of professionals,and visas for foreign personnel.Then suggestions for improvement are put forward in light of the future development needs of the horse racing industry in Guangzhou and Hong Kong region.The institutional innovations for Guangzhou-Hong Kong cooperation in the horse racing industry have important academic research value and can be used as a reference for cooperation between Hong Kong region,Macao region and the mainland in other fields.
