摘　　要：水资源是城市发展与规划的控制性要素,也是人类生活、生产及发展的基础,高效使用水资源,合理使用水资源是社会稳定、人民生活及社会经济发展的支撑和保障。文章从分析当地水资源的现状出发,以事实为依据科学地论证了合理配置水资源的重要性和必要性,说明了水资源的优化配置是促进经济可持续发展、保障和改善民生的重要基础。Water resource is the controlling factor of urban development and planning.And it is also the basis of human survival,continuation and development.Efficient and rational use of water resource is the support and guarantee of economic prosperity,social stability,people’s production and living standards as well as social and economic development.Based on the current situation of local water resources,the present study demonstrates the importance and necessity of scientific allocation of water resources.It explains that optimizing the allocation of water resources is an important foundation for promoting sustainable economic development and ensuring and improving people’s livelihoods.
