数字时代我国老年群体数字使用能力现状与影响因素实证研究——基于中国综合社会调查(CGSS)2017的证据

摘　　要：面对数字时代人口结构越来越“老”和数字化形态越来越“新”的矛盾,如何提升我国老年群体数字使用能力成为了新的公共议题,亟待进一步讨论。基于大规模数据的定量统计与OLS回归模型,以CGSS2017年全国样本数据为数据来源,分析了我国老年群体的数字使用能力现状及其影响因素。研究发现,我国老年群体数字使用能力综合指标均值为3.15分,远低于中青年群体的3.98分,二者在统计上存在显著的代际鸿沟。影响因素中,个人收入水平对老年群体数字使用能力的影响显著性没有通过验证,衰老程度与老年群体数字使用能力呈显著的负相关关系。提升我国老年群体数字使用能力的政策安排和行动策略包括:开展网络技术和智能媒体使用技能培训、智能媒体设备使用科普活动;国家和地方的相关政策制定以及公共服务提供应当充分顾及老年群体等数字弱势群体。Facing the contradiction between an increasingly"elderly"population structure and an increasingly"new"digital form in the digital media age,how to improve the digital ability of the elderly in China has become a new public issue,which needs further discussion.Based on quantitative descriptive statistics and multiple linear regression,the paper analyzes the current situation and influencing factors of digital use ability of the elderly in China by using CCGSS 2017 national sample as the data source.It is found that the average value of the comprehensive index of digital use ability of the elderly in China is 3.15,which is far lower than that of the middle-aged and young groups.There is a significant"intergenerational gap"in statitics.Among the influencing factors,"personal income level"has no significant impact on the digital ability of the elderly,and"aging degree"has a significant negative correlation with the digital ability of the elderly.The strategy to improve the digital use ability of the elderly in China can be realized by carrying out training and science popularization activities on network technology and intelligent media use skills.National and local policy formulation and public service provision should fully consider the situation of the elderly population as well.
