摘　　要：社会信息化的推进和多元记录时代的到来,为彰显和发挥人民史观在新时代历史档案开发利用中的指引作用提供了契机。在方式选择上,基于人民史观的历史档案开发利用旨在充分彰显人民群众这一历史主体,在开发过程、开发内涵、开发手段方面体现人民群众的作用,同时发掘和满足人民群众多元利用诉求,面向人民群众的现实生活提供利用,推动人民群众广泛参与利用实践。在工作成效上,基于人民史观的历史档案开发利用有望丰富历史样貌,在反映全景社会历史及凸显人民群众的历史角色和历史自觉方面产生积极效果。The deepening of societal informatization and the apparent trend of records diversification provide an opportunity to highlight the guiding role of the people's conception of history in the exploitation and utilization of historical archives in the new era.In terms of the mode selection,the exploitation and utilization of historical archives based on the people's conception of history emphasizes the people as the subject of history,reflects the people's role in the practical process,connotative construct as well as means innovation of exploitation.It realizes the utilization of historical archives that taps into the people's diverse demands,supplies based on mirroring the people's real life,and promotes the people's extensive participation.Regarding work results,the exploitation and utilization of historical archives based on the people's conception of history is expected to enrich historical landscape and make positive effects by reflecting the comprehensive aspects of history,highlighting the people's role in history,and enhancing the people's historical consciousness.
