粤港澳大湾区中医药高地产学研建设的效率测度研究

摘　　要：目的:评估粤港澳大湾区中医药高地产学研建设的效率水平,分析其时序演化规律与空间分布特征,为提升中医药高地产学研建设效率提供参考。方法:基于相关统计年鉴数据,运用超效率数据包络分析、Malmquist指数和空间自相关模型分析粤港澳大湾区中医药高地产学研建设效率的时序演化规律和空间分布特征。结果:2018-2020年中医药高地产学研建设效率整体达到有效水平,仅中医药产业效率均值小于1;在Malmquist指数分析中,中医药人才、创新和产业方面的全要素生产率指数均值大于1;空间自相关分析显示,粤港澳大湾区在中医药人才、创新和产业效率的莫兰指数均值为负值。结论:粤港澳大湾区中医药高地产学研建设的效率基本达到有效水平但是未存在显著的空间自相关性,并且存在较大的区域差异。亟需提升中医药高地产学研建设的效率并减小城市间的差距。Objective:To measure the efficiency of industry-university-research construction of traditional Chinese medicine(TCM)highlands in Guangdong-Hong Kong-Macao greater bay area,analyze its time-series evolution and spatial distribution characteristics,so as to provide a reference for improving the efficiency of industry-university-research construction.Methods:The time-series evolution and spatial distribution characteristics of the industry-university-research construction efficiency of TCM Highlands were analyzed by using the super-efficiency data envelopment analysis,Malmquist index and spatial autocorrelation model based on relevant statistical yearbook data.Results:From 2018 to 2020,industry-university-research construction efficiency of TCM Highlands reached an effective level as a whole,and only the average efficiency of the TCM industry was less than 1.The average total factor productivity index of TCM talents,innovation and industry was higher than 1.The average Moran index of the efficiency of TCM talents,innovation,industry in the Guangdong-Hong Kong-Macao greater bay area was negative.Conclusion:The industry-university-research efficiency of TCM highlands construction in the Guangdong-Hong Kong-Macao bay area has basically reached an effective level,but there is no significant spatial autocorrelation,and there are regional differences.It is urgent to improve the efficiency of TCM highlands construction and reduce the gap between cities.
