基层粮食安全治理中的政策“权变性执行”——基于C镇的案例分析

摘　　要：粮食安全政策的执行与粮食安全治理成效紧密相关。基于政策执行主体视角,剖析C镇在资源约束背景下确保粮食安全治理政策有效执行的实践,提出权变性执行的概念。研究发现,面对粮食安全治理政策适用性不足、多元主体权责边界模糊、多任务执行压力情境,基层政府通过任务情境与乡村社会网络的调适、注意力分配与权责边界的平衡确保政策执行的效能,未来应进一步提高行政人员权变治理能力,确保权变性执行的可持续性与治理灵活性。The implementation of food security policies is closely related to the effectiveness of food security governance.Based on the perspective of the main body of policy implementation,this paper analyzes the practice of ensuring the effective implementation of food security governance policies in C town under the background of resource constraints,and puts forward the concept of contingency implementation.The study found that in the face of inadequate applicability of food security governance policies,blurred power and responsibility boundaries of multiple subjects,pressure of multi-task implementation,grass-roots governments should ensure the efficiency of policy implementation through the adjustment of task context and rural social network,and the balance between attention distribution and power and responsibility boundaries.In the future,administrators'contingency implementation ability should be further improved,Make sure to implement sustainability and management flexibility.
