上海加快启动经济高质量发展引擎的路径研究

摘　　要：党的二十大报告提出的“加快构建新发展格局,着力推动高质量发展”为国资国企改革路径做出了顶层部署。对比国内外的经济复苏政策,在以实体经济为支撑的现代化产业体系下,上海应从企业发展层面着手,关注产业链供应链安全、现金流稳定与扶持政策力度,以“产业链、新基建”为经济增长开辟空间,以“要素流动、国资改革”为高质量发展注入活力源泉,将举措落实与国内新冠疫情、长三角产业链与国际形势挂钩,加强突发事件下经济平稳运行的方案研究,争取迅速呈现实体经济极具韧性的发展复苏势头。The report to the 20th National Congress of the CPC has made top-level deployment for the reform paths of state-owned enterprises,“accelerating the construction of new development patterns and striving to promote high-quality development”.In the comparison of domestic and international economic recovery policies,under the situation of the modern industrial systems supported by a real economy,Shanghai should start from the level of enterprise development,pay attention to the security of the industrial chains and supply chains,cash flow stability and the strength of support policies,boost economic growth by“industrial chains and new infrastructure”,and give impetus to high-quality economic development by“factor fl ow,state-owned reform”.The implementation of initiatives and the epidemic,the Yangtze River Delta industrial chains and the international situations should be linked respectively to strengthen the study of the smooth operation of the economy under the emergencies and strive to quickly present the real economy as very resilient to the development momentum of the economic recovery.
