论中国共同富裕测度指标和阶段性进展程度

摘　　要：中国已经确定了到2035年的社会主义现代化主要目标,其中重要的是“全体人民共同富裕取得更为明显的实质性进展”。依据共同富裕的内涵特征,本文构建了评价共同富裕进展的指标体系,并以权威机构公布的经济发达和富裕程度资料为参照阈值,测度出中国2000—2019年间的共同富裕程度及与2035年目标的差距。研究发现,以2035年实现中等发达共同富裕程度为目标,则中国在考察期内的共同富裕指数从0.3925提升到0.6633,已经取得重大成就且可能按期达到目标;分解分析表明,在已经取得的进展中共享程度占60%左右,而富裕程度占40%上下,这是社会主义制度公平本质和追求公平政策的有效性的反映;从主要指标的变动对共同富裕指数提升的贡献看,富裕程度的上升对共同富裕指数的贡献达到66.36%,而共享程度对共同富裕指数提升的贡献率占33.64%。基于对二三级指标的细致分解,本文提出了若干政策建议,比如通过提升科研经费投入率等推动经济高质量发展,通过缩小城乡差别等加快提升共享程度,这些都是实现共同富裕中期目标的重大举措。Common prosperity is the essential requirement of socialism and an important feature of the Chinese path to modernization.After completing the great victory of poverty alleviation,China has entered a new stage of promoting common prosperity for all and has embarked on a new journey to build China into a modern socialist country in all respects on this basis.Solid progress in promoting common prosperity cannot be separated from reasonable and effective measures.Building a scientific and feasible evaluation index system,and conducting practical quantitative measurement and analysis of the realization degree of common prosperity can provide more appropriate and feasible measures to promote the realization of common prosperity,which has important practical significance.How to establish a connection with the goal of“achieving more tangible progress in promoting common prosperity”by 2035,and to analyze the gap with the goal is the key to measuring common prosperity,and this is also where its practical significance lies.Based on the connotation and characteristics of common prosperity,this study constructs an indicator system for evaluating the progress of common prosperity,and measures China's level of common prosperity from 2000 to 2019 and the gap from the 2035 target using data on economic development and prosperity published by authoritative institutions as reference thresholds.Research has found that with the goal of achieving moderately developed common prosperity by 2035,China's common prosperity index has increased from 0.3925 to 0.6633 during the inspection period,indicating significant achievements and the possibility of achieving the target on schedule.Decomposition analysis shows that the degree of sharing accounts for about 60%of the progress made,while the degree of prosperity accounts for around 40%,which reflects the essence of fairness in the socialist system and the effectiveness of policies that pursue fairness.From the contributions of changes in major indicators to the improvement of the common
