河北省人类辅助生殖技术服务机构配置现状与结果分析

摘　　要：目的 了解河北省人类辅助生殖技术服务机构的配置现状,为人类辅助生殖技术服务机构监督管理政策制定提供参考依据。方法 通过官网数据统计及机构调查获取河北省31家人类辅助生殖技术服务机构的相关数据,计算基尼系数和洛伦兹曲线分析其人口公平性与地理公平性,结合泰尔指数对区域间差异与区域内差异进行分析。结果 截至2022年底,河北省11个市共有人类辅助生殖技术服务机构31家,其中冀北、冀中、冀南地区人类辅助生殖技术服务机构数分别为5家、11家、15家。基尼系数显示省域内人类辅助生殖技术服务机构数按人口配置为0.552,按面积配置为0.476;冀北、冀中、冀南地区的基尼系数按人口配置分别为0.196、0.163、0.295;按面积配置分别为0.388、0.119、0.292。总泰尔指数显示省域内人类辅助生殖技术服务机构数按人口配置为0.062,按面积配置为0.212;冀北、冀中、冀南地区内部按人口计算及按面积计算的泰尔指数分别为0.036、0.020、0.069及1.736、1.209、1.029。冀北、冀中、冀南地区间按人口计算及按面积计算的泰尔指数分别为0.028及0.155。结论 截至2022年底,河北省人类辅助生殖技术服务机构数整体按人口和面积配置较为不合理,在冀北、冀中、冀南地区内按人口和面积配置则较为合理,配置的不公平性主要受地区间影响。主要因省会城市人类辅助生殖技术服务机构集聚导致,今后在制定人类辅助生殖技术资源政策时应加强退出机制,同时加强对冀中、冀北的人类辅助生殖技术资源配置。Objective To understand the current configuration status of human assisted reproductive technology service institutions in Hebei province,and to provide reference for the formulation of supervision and management policies for human assisted reproductive technology institutions.Methods Relevant data from 31 human assisted reproductive institutions in Hebei province were obtained through on-site research and statistical data.Gini coefficient and Lorentz curve were calculated to analyze their population equity and geographical equity,and regional and intra regional differences were analyzed using the Thiel index.Results As of the end of 2022,there are a total of 31 assisted reproductive institutions in 11 cities in Hebei province,including 5,11,and 15 in the northern,central,and southern regions of Hebei.The Gini coefficient shows that the number of assisted reproductive institutions in the province is 0.552 according to population allocation and 0.476 according to area allocation.The Gini coefficients in the northern,central,and southern regions of Hebei are 0.196,0.163,and 0.295 according to population allocation.According to the area configuration,it is 0.388,0.119,and 0.292.The total Theil index shows that the number of assisted reproductive institutions in the province is 0.062 according to population allocation and 0.212 according to area allocation.The Taier indices calculated by population and area in the northern,central,and southern regions of Hebei are 0.036,0.020,0.069,and 1.736,1.209,and 1.029,respectively.The Theil indices calculated by population and area in the northern,central,and southern regions of Hebei are 0.028 and 0.155,respectively.Conclusion As of the end of 2022,the overall allocation of assisted reproductive institutions in Hebei.province is relatively unreasonable based on population and area,while in the northern,central,and southern regions of Hebei province,the allocation is relatively reasonable based on population and area.The unfairness of allocation is mainly affected by inter regi
