省域文化贫困多维动态测度研究

摘　　要：[目的/意义]文化贫困是一种落后于时代发展的低水平文化状态。中国人口全部脱离绝对贫困后,文化贫困成为阻碍经济社会发展的主要根源。通过精准测量省域多维动态的文化贫困状况,能巩固脱贫成果,促进地方经济发展,实现精神富裕。[方法/过程]本研究结合基于A-F法的多维文化贫困测度和综合文化贫困指数两种算法,构建包含公共文化资源、文教事业投入、居民文化行为等3个维度、7项指标、17个变量的测度体系,对我国31个省域2016—2021年的文化贫困深度、广度和整体文化贫困状态进行多维和动态的测量分析。[结果/结论]测度分析结果表明,教育投入不足是导致文化贫困的主要因素,文化资源决定着地区性的文化发展水平,文化贫困的持续性较为严重,区域间的文化发展水平差异较大。[Purpose/significance]Cultural poverty is a low-level cultural state that lags behind the development of the times.After China has lifted its population out of absolute poverty,cultural poverty has become the main source of hindering economic and social development.By accurately measuring the multidimensional dynamic cultural poverty in the provinces across China,it is valuable to consolidate the achievements of poverty alleviation,promote local economic development,and achieve spiritual prosperity.[Method/Process]This study adopted the multidimensional cultural poverty measurement on A-F and comprehensive cultural poverty index,and constructed a measurement system with three dimensions,seven indicators,and seventeen variables,including public cultural resources,cultural and educational inputs,and residents'cultural behaviors.And it analyzed the depth,the breadth and the overall status of cultural poverty in 31 provinces and regions across China from 2016 to 2021 in a multidimensional and dynamic way.[Result/Conclusion]The results show that insufficient investment in education is the main factor leading to cultural poverty,cultural resources determine the regional cultural development,longterm cultural poverty is more serious,and the level of cultural development varies greatly between regions.
