公共文化服务经济贡献度的系统动力学研究

摘　　要：[目的/意义]公共文化服务虽然能推动国民经济的发展,但其对经济贡献的机理、度量和提升策略有待深入、系统地探讨。[方法/过程]利用近10年的各类统计数据,构建公共文化服务经济贡献度测算指标体系;利用回归分析的结果,构建公共文化服务促进经济发展的系统动力学模型,并进行面向未来10年的模拟仿真实验。[结果/结论]提升公共文化服务经济贡献度,需要强化公共文化财政投入绩效,加大公共文化服务的经济转化效能,缩减公共文化服务的经济效益时滞,注意提质增速的平衡与规划,重视文化与经济的双向驱动。[Purpose/significance]It is said that public cultural services can promote the development of the national economy,the mechanism,measurement and promotion strategy of its contribution to the economy still need to be deeply and systematically discussed.[Method/Process]This article used various statistical data in recent ten years to construct an indicator system for measuring the economic contribution of public cultural services.The system dynamics model was constructed to describe how public cultural services promote economic development with the results of regression analysis.Vensim PLE was used to do simulation experiments for the next decade.[Result/Conclusion]To increase the economic contribution of public cultural services,it is necessary to improve the performance of public financial investment on culture,increase economic transformation of public cultural services,reduce the lag of economic benefits of public cultural services,make a good plan to balance quality and growth,emphasize the interaction between culture and economy.
