高标准区域贸易协定是否有助于中国制造业产业链固链强链?

摘　　要：高标准区域贸易协定作为未来经济秩序的主流形式,对中国双边价值链关联的变动起着重要作用。文章基于世界银行贸易协定内容数据库及对外经贸大学UIBE数据库,实证考察了高标准区域贸易协定对中国双边价值链关联的影响。研究发现,高标准区域贸易协定能够显著增强中国与成员国间的双边价值链总关联,实现产业链固链;高标准区域贸易协定能够显著加强中国与成员国间双边价值链前向关联并弱化后向关联,从而提升中国在全球价值链中的地位,实现产业链强链;高标准区域贸易协定对双边价值链关联的影响因贸易协定条款类型不同、成员国收入水平不同、行业要素密集度不同而具有异质性;高标准区域贸易协定主要通过降低双边贸易成本及提高中国对外直接投资等方式强化双边价值链关联。文章研究结论为中国构建更高水平对外开放格局,提升制造业产业链现代化水平提供了理论支撑与政策启示。As the mainstream form of the future economic order,high-standard regional trade agreements play an important role in the changes of China's bilateral value chain.Based on the World Bank's content database of trade agreements and UIBE database of the University of International Business and Economics,this paper empirically investigates the impact of high-standard regional trade agreements on the bilateral value chain association of China.It is found that high-standard regional trade agreements can significantly enhance the overall association of bilateral value chains between China and its member countries and realize the"fix chain"of the industrial chain.High-standard regional trade agreements can significantly strengthen the forward correlation and weaken the backward correlation of bilateral value chains between China and its member countries,thus enhancing China's position in the global value chain and realizing the"enhance chain"of the industrial chain.The impact of high-standard regional trade agreements on bilateral value chain correlation is heterogeneous due to different types of trade agreements,different income levels of member countries and different industry factor densities.High-standard regional trade agreements strengthen bilateral value chain linkages mainly by reducing bilateral trade costs and increasing China's foreign direct investment.The conclusion of this paper provides theoretical support and policy enlightenment for China to build a higher level of opening-up pattern and upgrade the modernization level of manufacturing industry chain.
