摘　　要：伴随人工智能技术在社会各领域的广泛应用与创新实践,社会风险治理迎来了重大变革的机遇与挑战,并在人大监督下推动着政府治理体系和治理能力现代化的进程。要把握人工智能在风险智治过程中的“人工智能+技术升级”、“人工智能+体制转型”、“人工智能+多维视角”、“人工智能+生态优化”等机遇优势,就需通过人大监督手段着力破除人工智能在实践过程中出现的理念困境、伦理冲突、法律问题、技术更迭、民生矛盾、安全漏洞等问题与挑战,构建人工智能风险智治的思维理念与框架逻辑、打造人工智能风险智治的技术协同与互动融通体系、优化人工智能风险智治的三方博弈均衡机制、完善人工智能风险智治的道德伦理与法治规约,从而加快形成人工智能风险智治的“善治”体系及“善智”能力的“良性互构”,推进国家治理现代化转型升级。With the widespread application and innovative practice of artificial intelligence technology in various fields of society,social risk governance has faced significant opportunities and challenges,and is promoting the modernization of government governance system and governance capacity under the supervision of the National People's Congress.To seize the opportunities and advantages of artificial intelligence in the process of risk governance,such as"artificial intelligence+technological upgrading","artificial intelligence+institutional transformation","artificial intelligence+multi-dimensional perspective",and""artificial intelligence+ecological optimization",it is necessary to focus on overcoming the conceptual difficulties,ethical conflicts,legal issues,technological changes,people's livelihood contradictions,security loopholes and other issues and challenges that arise in the practice of artificial intelligence through the supervision of the National People's Congress,Constructing the thinking concept and framework logic of artificial intelligence risk intelligent governance,creating a technical collaboration and interactive integration system for artificial intelligence risk intelligent governance,optimizing the tripartite game equilibrium mechanism of artificial intelligence risk intelligent governance,improving the moral ethics and legal regulations of artificial intelligence risk intelligent governance,thereby accelerating the formation of a"good governance"system for artificial intelligence risk intelligent governance,and the"benign mutual construction"of"good intelligencec"apabilities,Promote the modernization,transformation,and upgrading of national governance.
