摘 要:作为国家能源基地的内蒙古,煤炭产量、可利用风能、太阳能分别占全国1/4、1/2、1/5以上。2021年内蒙古提出要在全国率先建成以新能源为主体的能源供给体系、率先构建以新能源为主体的新型电力系统。事实上,内蒙古一直重视新能源的发展,已经出台了一系列政策激励产业创新。以内蒙古新能源产业为研究对象,基于1987-2022年内蒙古新能源产业专利的基础数据,从专利结构分析的视角对内蒙古新能源产业创新现状进行分析。研究发现,当前内蒙古新能源产业创新以实用新型专利为主,申请量占比为73.33%,发明专利仅为26.67%;专利申请集中于智能电网产业,占比达49.80%,其次依次为风能占比14.93%,太阳能、生物质能及其他以及核电产业分别占比14.21%、13.84%和7.22%;在总体申请人类型中,国家电网申请数量位列首位,占前10位申请总数的20.71%,其次为内蒙古工业大学、内蒙古电力(集团)有限责任公司等,内蒙古新能源产业专利申请存在较高的集中度。此外,内蒙古新能源产业创新还存在地区差异显著、专利有效性不足、专利转让率较低等问题。基于上述研究结论,文章提出内蒙古应当立足自身能源禀赋,提升专利创新质量、强化专利运用效益、制定专利布局策略、强化新能源创新网络建设等建议。As a national energy base,Inner Mongolia,coal production,available wind and solar energy accounted for 1/4,1/2 and 1/5 of the country respectively.2021 Inner Mongolia proposed to take the lead in the country to build a new energy supply system with new energy as the mainstay,take the lead in building a new power system with new energy as the mainstay.In fact,Inner Mongolia has always attached importance to the development of new energy,and has introduced a series of policies to stimulate industrial innovation.The article takes Inner Mongolia's new energy industry as the research object,based on the basic data of Inner Mongolia's new energy industry patents from 1987-2022,and analyzes the innovation status of Inner Mongolia's new energy industry from the perspective of patent structure analysis.It is found that the current innovation of new energy industry in Inner Mongolia is dominated by utility model patents,with 73.33%of applications and only 26.67%of invention patents;patent applications are concentrated in smart grid industry,accounting for 49.80%,followed by wind energy accounting for 14.93%,solar energy,biomass and other industries and nuclear power industry accounting for 14.21%,13.84%and 7.22%respectively.7.22%;among the overall applicant types,State Grid ranked first in the number of applications,accounting for 20.71%of the total number of the top 10 applications,followed by Inner Mongolia University of Technology,Inner Mongolia Electric Power(Group)Co.In addition,there are significant regional differences and insufficient patent validity in the innovation of new energy industry in Inner Mongolia.Based on the above findings,the article proposes that Inner Mongolia should base on its own energy endowment and vigorously develop clean energy industries other than smart grid construction,while narowing the regional differences,improving the transformation of patent results and patent validity,and avoiding the emergence of patent bubble applications that lead to the limitation of industrial innovation.
