摘　　要：在“一带一路”倡议的号召下,中资企业积极投身于国际光伏发电项目的投资、建设和运营。中国某国有企业P公司参与了由世界银行集团协助乌兹别克斯坦政府组织招标的国际光伏发电投资项目,最终阿联酋某国有企业M公司以低于其他任何一家投资商至少20%的绝对价格优势获取了项目开发权。由此,M公司的成本管控措施、投标策略等也引起了各方的高度兴趣。通过分析和研究,P公司的投资决策科学合理,能体现其正常水平下的国际竞争力。在乌国光伏发电投资市场,M公司已经在主设备采购、EPC、项目开发等方面建立起了相当程度的先发优势和成本优势;而且为了提升投标价格竞争力,M公司还甘冒风险采取了相对激进的投标策略。规模化采购的成本管控措施、激进的投标策略是其竞得项目开发权的关键因素。中资企业在国际竞争中要将全产业链的技术优势转化为成本优势,尝试新的商业模式和融资渠道,积极开拓新兴市场,才能更好地应对日趋激烈的国际竞争。Under the call of the Belt and Road Initiative,Chinese enterprises have actively participated in the investment,construction and operation of international photovoltaic power generation projects.Company P,a Chinese state-owned enterprise,participated in an international photovoltaic power generation investment project organized by the Uzbek government for bidding with the assistance of the World Bank Group,and company M,a state-owned enterprise in the United Arab Emirates,finally won the project development right at an absolute price advantage of at least 20%lower than that of any other investor.Therefore,the cost control measures and bidding strategy of Company M aroused high interest from all parties.Through analysis and research,the investment decision of Company P is scientific and reasonable and can reflect its international competitiveness at normal levels.In the Uzbek photovoltaic power generation investment market,Company M has established a considerable degree of first-mover advantage and cost advantage in main equipment procurement,EPC,project development and other aspects.Moreover,in order to improve the competitiveness of bid price,company M took risks adopting a relatively aggressive bidding strategy.The cost control measures of large-scale procurement and the aggressive bidding strategy are the key factors in winning the project development right.In the international competition,Chinese enterprises should transform the technological advantages of whole industrial chain into cost advantages,try new business models and financing channels,and actively explore emerging markets,so as to better cope with the increasingly fierce international competition.
