政府注意力视角下环保督察效果异质性及路径研究

摘　　要：通过双重差分方法评估了中央环保督察对地区环境治理效率的实际作用及其在不同财政收入规模下的异质性表现;通过政府注意力的中介效应检验明晰了中央环保督察影响地区环境治理效率的作用机制。研究发现:中央环保督察能够显著推动地区环境治理效率的提高,并且在财政收入规模较小的地区,这种推动作用更加突出;政府注意力在中央环保督察影响地区环境治理效率的过程中存在中介作用。根据上述结论,最后对进一步深化中央环保督察制度提出了相关政策建议。The practical effect of CEPI on environmental governance efficiency was evaluated through the difference-in-differ-ences method and its heterogeneous performance under different fiscal revenue scales.The mechanism of CEPI affecting envi-ronmental governance efficiency was clarified through the mediating effect test of government attention.The results show that CEPI can significantly improve environmental governance efficiency,and this role is more prominent in areas with small-scale fiscal revenue.In addition,government attention has a mediating effect between CEPI and environmental governance efficien-cy.According to the above conclusions,policy implications and suggestions were put forward to further deepen the central en-vironmental protection inspection system.
