流域治理进程中流域生态补偿机制的问题和对策分析

摘　　要：基于经济水平的提升,资源消耗量非常大,面临着十分严峻的环境污染现象。其中,流域水资源的生态环境保护问题演变成了社会和政府部门关注的一项要点。要想提升流域治理的效率,就应当结合实际情况,制定健全的流域水环境保护体系以及生态补偿体系,将该项体系全面落实到各城市内。一旦流域生态补偿体系不健全,必定会增加流域治理工作的难度,导致各种各样的问题随之出现。本文主要分析了流域治理中存在的各项问题,从多方面入手,提出了相关的完善策略,以此为推动流域生态补偿体系在全国范围进一步推广提供良好的参考依据。At present,due to the improvement of economic level,the consumption of resources is very large,bringing the severe environmental pollution problems.Among them,the problem of ecological environment protection of basin water resources has become an important issue concerned by social and government departments.In order to improve the efficiency of basin governance,the basin water environmental protection system and ecological compensation system suitable for the actual situation should be formulated and improved,and the system should be fully implemented in various cities.Once the basin ecological compensation system is imperfect,it will definitely increase the difficulty of basin governance work and cause all kinds of problems.This paper mainly analyzes the existing problems in basin governance from multiple perspectives,and puts forward relevant improvement strategies to provide good reference basis for further promoting the basin ecological compensation system nationwide.
