摘　　要：排污许可证制度是固定污染源管理的核心制度。本文从制度发展的沿革、中外制度对比、运转中存在的问题以及未来发展等几个方面对排污许可证制度进行了阐述,认为这项重要制度覆盖范围和监管力度可能会进一步加强,排污许可证的数据和信息也将有望成为企业环保信用评价和市场准入的重要参考。The pollutant discharge permit system is the core system of fixed pollution sources management.This paper discusses the discharge permit system from several aspects such as the evolution of the system,comparison between domestic and foreign systems,existing problems in implementation,and future development.It is believed that the coverage and regulatory efforts of the system may be further strengthened,and the data and information of discharge permits will also be expected to become important reference for enterprise environmental credit evaluation and market access.
