摘　　要：历史文化名城保护是具有中国特色的城乡文化遗产保护制度,在实践中逐渐形成了历史文化名城、历史文化街区和文物古迹“三个层次”的保护体系。历史文化街区、历史建筑、历史城区“三个概念”的形成,深化和具体化了“三个层次”的保护内容和保护方法。历史文化街区是为了重点保护传统风貌集中的区域,其保护需统筹解决风貌保持、民生改善、功能活化等问题;历史建筑是为了保护普遍存在的传统风貌建筑等,其保护方法有别于文物,需结合价值确定其保护重点;历史城区是为了整体保护古城格局风貌,协调新老城关系,其保护需在“整体性”理论指导下不断探索。The historic andcultural city protection is an urban-rural cultural heritage protection system with Chinese characteristics.It is a three-level protection system comprised of historic and cultural city,historic conservation area,and cultural relics and historic sites.The"three concepts"of historic conservation area,and historic building,and historic urban area specify the protection content and methods of the"three levels".Historic conservation areas are areas where traditional styles are concentrated,and issues like style maintenance,livelihood improvement,and function activation need to be addressed.In terms of historic buildings,it is essential to protect the ubiquitous traditional buildings.Different from the protection methods of cultural relics,it is necessary to determine protection priorities according to the values of historic buildings.The purpose of historic urban area designation is to protect the pattern and style of ancient cities as a whole and to coordinate the relationship between new and old cities.To protect the historic urban area,it is vital to follow the theoryof"integrity".
