省级城乡历史文化保护传承体系构建方法研究——以云南省为例

摘　　要：我国的历史文化保护制度经历了从个体保护到整体保护、再到区域保护、直到今天开创“全国一盘棋”的保护传承新格局。当前,国家要求建立全国-省-市县三级城乡历史文化保护传承体系。构建省级保护传承体系将提高保护的整体性和系统性,在向上与国家保护传承体系衔接,向下向市县保护传承工作传导过程中具有重要的意义和作用。以云南省为例,从资源梳理出发,提出省级保护传承体系的构建中应以历史文化价值为引领,塑造整体性、系统性的空间格局,将保护展示融入城乡建设,从而建立多级管理的保障体系。The historic and cultural protection system in China has experienced a development process from the protection of individual sites to holistic protection,then to regional protection,and to today's new pattern of coordinated nationwide protection and inheritance.At present,it is required by the state to establish an urban-rural historic and cultural heritage protection system covering the national,provincial,and city/county levels.The establishment of a provincial-level protection and inheritance system can improve the integrity and systematicness of the protection system,which will play a significant role in linking the protection and inheritance system at the national level and guiding the protection and inheritance work at the city/county level.Taking Yunnan Province as an example,this paper first examines the regional resources and then proposes that,guided by historic and cultural values,the establishment of a protection and inheritance system at the provincial level should create a holistic and systematic spatial pattern,incorporate the protection and display into urban and rural constructions,and establish a multi-level management system to guarantee the protection and inheritance.
