新时期历史城区城市更新方法探索——以若干城市为例

摘　　要：城市更新行动是我国提升人居环境品质、推动城乡高质量发展和开发建设方式转型等重要战略的举措和抓手。历史城区涵盖古今相融的历史信息、拥有独具特色的空间形式、承载丰富多样的城市功能,是城乡文化传承和延续的核心承载地。城市更新行动中,历史城区作为矛盾焦点地区,普遍面临价值载体认知不全面、历史营城理念未延续、传统生活网络被破坏、缺乏多元主体参与路径等突出问题。针对这些关键问题,以国内多地的城市更新实践为例,提出筑牢文化安全底线、传承历史营城智慧、改善人居生活品质、营造特色文化场所和倡导小微更新路径五条关键策略。最后,对历史城区城市更新的重点内容和方法提出建议。Urban renewal action isakey initiative and grip to promote the quality of living environment and accelerate the high-quality urban and rural development,the transformation of construction mode,and the implementation of other important strategies.Historic urban area is the core carrier of urban and rural cultural inheritance and continuation,which covers historic information that blends ancient and modern times,has unique spatial forms,and carries rich and diverse urban functions.In urban renewal actions,historic urban areas,as the focal point of contradictions,generally face prominent problems such as incomplete recognition of value carriers,discontinuity of concepts of historic city building,damage to traditional life networks,and lack of diverse participation paths.In response to these key issues,this article takes urban renewal practices in multiple regions of China as an example to propose five key strategies:building a solid cultural safety bottom line,inheriting the wisdom of historic city building,improving the quality of living,creating featured cultural places,and advocating for small and micro renewal paths.Finally,this article provides suggestions for the key content and methods of urban renewal in historic urbanareas.
