历史性街道保护与更新实施策略——以崇雍大街为例

摘　　要：历史性街道是我国老城保护与更新实施中的重要对象。崇雍大街自元代起就是北京老城的南北向重要街道,也是北京市提出的“街区更新”实施示范地区。崇雍大街的保护更新对于保护与传承首都核心区历史文化,擦亮首都历史文化“金名片”具有探索意义。聚焦历史性街道这一重要历史文化保护对象,提出在更新实施中由线及面的系统性更新方法,以人民为中心开展共同缔造的经验,以文化为引领深入挖掘和彰显历史文化价值特色的举措,以及实现人居环境改善、公共空间品质提升的具体措施。形成了一套可复制推广的历史性街道文化保护传承与可持续治理的系统性实施经验。Historic streets arean important part in the protection and regeneration of old cities in China.Chongyong Street has been one of the major streets in Beijing since the Yuan Dynasty,which makes it a pilot area for the implementation of"neighborhood regeneration"proposed by Beijing municipal government.The protection and regeneration of Chongyong Street is of exploratory significance for inheriting the history and culture of the capital and creating a distinctive urban identity.This paper proposes a systematic regeneration method,which emphasizes the people-centered coconstruction practice,the culture-oriented initiative of exploring and highlighting historic and cultural values and characteristics,and the specific measures for improving the quality of living environment and public space.Based on this,the paper forms a systematic implementation strategy for the protection,inheritance,and sustainable governance of historic streets,which can be applied across the country.
