摘　　要：长三角、京津冀、成渝等都市圈的市域铁路将于2024年陆续建成开通,因此关于市域铁路新建线路的运营交接管理事项也逐渐提上议事日程,但目前市域铁路建运分离的交接管理暂无现行对应的办法。为能更有效地开展新线运营介入和建设运营交接等相关工作,根据市域铁路建运分离的特点,分析建设运营管理介入的优势,研究运营介入时机、介入形式和内容,提出一个依法、合规、合理、可实施的工作机制方案,使新线运营介入和建设运营移交等工作能够更有效地开展。City railway lines in metropolitan areas including the Yangtze River Delta,Beijing-Tianjin-Hebei,and Chengdu-Chongqing are completing construction and ready for launch by 2024.Consequently,the operation transition management for the newly constructed city railway lines are scheduled for agenda.However,there are currently no corresponding methods specifically addressing the separation of city railway construction and operation in transition management.In order to facilitate effective integration of new line operation and construction-to-operation transition,the characteristics of city railway construction-operation separation are examined.The advantages of management integration are analyzed.The timing,form and content of operation integration are investigated.A legally compliant,regulated,rational and feasible mechanism is proposed.This approach aims to enable the smooth and efficient progress of new line operation integration and construction-to-operation transition.
