作为公共思想资源的“出版自由”及其在近现代中国的跨文化传播

摘　　要：“出版自由”在近现代中国传播时,其内涵、重要性、尺度在报刊中受到知识分子详细阅读与讨论。这一概念在实践中,即在出版界积极引进与理性推进过程中逐渐成为一个公共思想资源,分别被政府、企业、社会团体各组织机构改造成符合自身需求的概念工具。在国家政治中,执政者强调“有限制的出版自由”,用以实现工具理性的政治功能;而“出版自由”则成为其他党派人士和个体进行政治抗争的理论依据。在经济发展中,“出版自由”则是各方力量进行经济博弈的一个重要工具。在社会运动中,出版界的各团体则以争取“出版自由”为口号进行组织社会抗争。“出版自由”在近现代中国传播的跨文化适应与偏移是“国家—市场—社会”各方力量对其实践与互动的结果,有着明显的工具理性特征。In modern China,the connotation,importance and scale of freedom of publication were read and discussed by intellectuals in newspapers and periodicals.This concept has gradually become a public resource in the process of positive introduction and rational advancement of the publication circles,and has been transformed into the conceptual tools of the government,enterprises and social organizations to meet their own needs.When the public opinion was depressed and publishing is not free,the “freedom of press” became the theoretical basis for other parties and individuals as political protests,and the rulers emphasized the “limited freedom of press” to realize the political function of its instrumental rationality.In economic development,“freedom of press” is an important tool for economic strength of all parties.In the social movement,the publishing industry groups to fight for “freedom of press” as a slogan to organize social struggle.The cross-cultural adaptation and deviation of “freedom of press” in modern China is the result of the game of “state-market-society”,and has obvious instrumental rationality characteristics.It has maintained the healthy development of the news publishing business in the modern history of China,and accelerated the process of democratic political construction.
