摘 要:基于2010—2020年中国30个省份(因数据缺失,未包括西藏和港澳台地区)的面板数据,运用三阶段数据包络分析(data envelopment analysis,DEA)模型测度财政科技支出效率,并通过熵值法测度区域创新能力,最终构建系统GMM模型探讨两者之间的关系。研究发现,不同类型财政科技支出效率的影响存在异质性,科研产出效率与区域创新能力间呈现倒U形关系,经济产出效率显著正向影响区域创新能力。人力资本负向调节科研产出效率与区域创新能力的倒U形关系,但在经济产出效率与区域创新能力之间发挥正向调节作用。Based on the panel data of 30 provinces(due to the lack of data,the statistical data mentioned here do not include the Tibet Autonomous Region,the Hong Kong Special Administrative Region,the Macao Special Administrative Region and Taiwan Province)in China from 2010 to 2020,the three-stage DEA model was used to measure the efficiency of fiscal science and technology expenditure,and the entropy method was used to measure the regional innovation capacity.Finally,the system GMM model was constructed to figure out the relationship between them.The results show that there is heterogeneity in the influence of different types of fiscal science and technology expenditure efficiency.The research output efficiency has an inverted U-shaped influence on regional innovation capacity,while economic output efficiency has a significant positive impact on regional innovation capacity.Human capital negatively moderates the inverted U-shaped relationship between scientific research output efficiency and regional innovation ability,but positively moderates the relationship between economic output efficiency and regional innovation ability.
