共同富裕背景下旅游资源非优区测评与开发策略研究——以浙江省嘉兴市南湖区为例

摘　　要：基于旅游资源非优区的相关理论和研究成果,以浙江省嘉兴市南湖区13个镇街为例,从旅游资源禀赋、区域旅游开发程度两个层面构建旅游资源非优区测评体系,运用因子分析法和主成分分析法对旅游资源非优区进行测评。结果显示,解放街道、新兴街道、城南街道、东栅街道、长水街道在南湖区中属于旅游资源非优区,其共性特征是资源条件先天不足、因毗邻优势区而存在“遮蔽效应”、行政归属与管辖权不一致、旅游配套服务设施及专业人才匮乏。结合测评结果,进一步分析旅游资源非优区的共性特征,提出旅游资源非优区的开发策略:巧借外力,承接外溢;稳中求进,循序开发;产旅融合,深度开发;强化主题,区域联动;科技赋能,创新驱动;软件提升,服务制胜。Based on the relevant theories and research results of non-optimal tourism resource areas,taking 13 towns and subdistricts in Nanhu District,Jiaxing,Zhejiang Province as an example,this paper constructs the evaluation system of non-optimal tourism resource areas from the aspects of tourism resource endowment and regional tourism development level,and uses factor analysis and principal component analysis to determine the non-optimal tourism resource areas.The results show that Jiefang Subdistrict,Xinxing Subdistrict,Chengnan Subdistrict,Dongzha Subdistrict and Changshui Subdistrict belong to the non-optimal tourism resource areas in Nanhu District,and their common characteristics are congenital deficiency of resources,masking effect due to adjacent advantageous areas,inconsistency in administrative ownership and jurisdiction,and shortage of tourism-supporting service facilities and professional talents.Based on the evaluation results,this paper further analyzes the common characteristics of non-optimal tourism resource areas,and proposes development strategies for non-optimal tourism resource areas:skillfully using external forces,undertaking spillovers,striving for progress while maintaining stability and developing step by step,integrating industry and tourism for deep development,strengthening the theme and regional linkage,empowering with science and technology,being innovation-driven,improving software,and gaining advantages with services.
