摘  要:保障高校教师绩效评价制度的有效性是我国当前高等教育治理的重要议题。文章立足新制度主义政治学视角,将“高校教师绩效评价制度有效性”界定为高校教师绩效评价制度被利益相关人认可并执行,进而对高校办学质量产生积极影响的状态。高校教师绩效评价制度有效性包含制度自身合理性与制度运行效果两个维度,其中制度自身合理性涉及制度设计科学性与制度实施规范性,制度运行效果分为利益相关人对制度的认可度、执行度以及功能实现度。制度内部要素、制度相关人及制度环境,都将对高校教师绩效评价制度有效性产生重要影响。The effectiveness of a performance evaluation system for college teachers is a widely-concerned issue in the governance of higher education in China.This article examined the perspective of new institutionalism and political science to define the effectiveness of a performance evaluation system for college teachers as the state that a performance evaluation system is accepted and implemented by the stakeholders,which exerts positive effects on the quality of college education.It argued that the effectiveness of the performance evaluation system includes two dimensions:the rationality of the system involving its scientific design and standardized implementation,and the effect of its implementation covering the degrees of its acceptance,implementation,and stakeholders’realization of its function.It believed that the internal elements of the system,stakeholders and environments will have an important impact on the effectiveness of the performance evaluation system for college teachers.
