摘　　要：近年来,我国大力支持企业牵头组建创新联合体,承担国家重大科技项目,强化企业创新主体地位,突破关键核心技术。但领军企业牵头组建创新联合体还处于探索阶段,可借鉴的成功经验较少。文章基于科技领军企业牵头的“十四五”国家重点研发计划“揭榜挂帅”项目成立的“蛋白饲料生物制造创新联合体”的实践工作,从成立背景、愿景目标、运行机制、服务内容和成效等方面解析创新联合体的实施路径和运行模式,以期为创新联合体的发展模式提供参考。In recent years,China has strongly supported enterprises to take the lead in forming innovation consortium,undertaking major national science and technology projects,strengthening the dominant position of enterprises in innovation,and making breakthroughs in key core technologies.However,the establishment of an innovation consortium led by leading enterprises is still in the exploratory stage,and there are few successful experiences that can be used for reference.This article is based on the practical work of the“Innovation Consortium of Protein Feedstuff biosyntheses”established by the“14th Five-Year”National Key RD Plan“Revealing the List and Taking Command”project led by leading technology-based enterprises,from the establishment background,visions and goals,operating mechanism,service contents and effectiveness and other aspects to analyze the implementation path and operation mode of the innovation consortium,in order to provide a reference for the development model of the innovation consortium.
