摘  要:科技创新效率高低是衡量城市科技水平的重要标准,客观、科学、全面地测度郑州市科技创新效率对提高郑州市整体创新能力有重要意义。文章收集了2011-2021年郑州市的科技创新投入和产出数据,运用基于非期望产出的超效率SBM-Malmquist模型,从动、静态相结合的角度来分析科技创新效率。结果表明:10年间,郑州市科技创新效率除2016年外,均处于DEA有效。而且相较于“十二五”时期郑州市的科技创新效率,“十三五”时期的效率值明显要高一些,表明郑州市在样本期间不仅能够合理地配置科技创新资源,且在推动科技创新发展的过程中郑州市的科技创新能力也在持续改善和提升。此外,通过Malmquist指数对比分析,我们发现郑州市全要素生产效率变动情况表现较为稳定,在我国九大中心城市中排在第五位,而且就近些年表现来看郑州市科技创新效率仍有较大提升空间。最后,根据各省域科技创新绩效变化的趋势提出了通过深化全方位市场主导的“放管服效”改革、打造多链条多层级协同联动的创新生态体系、构建高水平开放共享的创新平台、加大知识产权保护力度、完善以创新为引领和支撑的现代化产业体系来加快科技创新驱动郑州市经济高质量发展的路径选择。The efficiency of technological innovation is an important criterion for measuring the level of technological development in a city.It is of great significance to objectively,scientifically,and comprehensively measure the technological innovation efficiency of Zhengzhou City in order to improve its overall innovation capacity.This article collects data on technological innovation input and output in Zhengzhou City from 2011 to 2021.By using the super-efficiency SBM-Malmquist model based on non-expected output,the technological innovation efficiency is analyzed from a dynamic and static perspective.The results show that in the past 10 years,except for 2016,the technological innovation efficiency of Zhengzhou City has been DEA efficient.Moreover,compared to the efficiency during the“12th Five-Year Plan”period,the efficiency during the“13th Five-Year Plan”period is significantly higher,indicating that Zhengzhou City has not only been able to allocate technological innovation resources reasonably during the sample period,but also has continuously improved and enhanced its technological innovation capacity in the process of promoting technological innovation development.In addition,through the comparative analysis of the Malmquist index,we find that the total factor productivity change in Zhengzhou City has been relatively stable,ranking fifth among the nine major central cities in China.Furthermore,looking at the performance in recent years,there is still considerable room for improvement in the technological innovation efficiency of Zhengzhou City.Finally,based on the trend of changes in provincial-level technological innovation performance,this study proposes a path choice for accelerating the high-quality development of Zhengzhou City’s economy through deepening the comprehensive market-oriented“streamlining,delegation,and optimization”reform,creating a multi-chain and multi-level collaborative innovation ecosystem,establishing a high-level open and shared innovation platform,increasing the protectio
