乌鲁木齐市强化机动车排气污染监管措施探析

摘　　要：近年来,随着经济社会的发展、居民生活水平的提高,乌鲁木齐市机动车保有量大幅度增加,汽车排放的各种污染物已上升为城市的主要污染源之一,环境空气面临严重压力。机动车排放的一氧化碳、碳氢化合物、氮氧化合物、颗粒物等有害物质,是大气中PM_(2.5)生成的重要原因。乌鲁木齐市机动车排气污染防治管理的重点在预防、控制、检验治理和监督管理等方面,但市级监管存在可操作性不强,与当前的治理形势不适应等问题。相关部门在监管、执法工作过程中依据不足,不能实施有效监管。本文通过调研分析乌鲁木齐市机动车现状以及监管工作中存在的问题,提出合理的监管对策和建议,旨在通过强化机动车监管能力,提高机动车排气污染治理水平,从而进一步改善大气环境。In recent years,with the development of economy and society and the improvement of residents'living standards,the number of motor vehicles in Urumqi has increased significantly,and various pollutants emitted by vehicles have become one of the main pollution sources of the city.The ambient air is under serious pressure.Carbon monoxide,hydrocarbons,nitrogen oxides,particulates and other harmful substances emitted by motor vehicles are an important reason for the generation of atmospheric PM_(2.5).The prevention and management of motor vehicle exhaust pollution in Urumqi City focuses on prevention\control\inspection\governance,supervision and management,but there are problems in municipal supervision that are not operable and incompatible with the current governance situation.Relevant departments have insufficient basis in the process of supervision and law enforcement,unable to implement effective supervision.Through investigation and analysis of the current situation of motor vehicles in Urumqi and the problems existing in their supervision,reasonable supervision countermeasures and suggestions are proposed,aiming to improve the level of motor vehicle exhaust pollution control and further improve the atmospheric environment by strengthening the ability of motor vehicle supervision.
